Note the loose talk about making sure NOT to intimdate poor voters by having troops or cops hanging around polling places. Looks like a roadmap for abuse to me.

GAO says Iraq worse off now than before “liberation”

In 13 of Iraq’s 18 provinces, electricity was available fewer hours per day on average last month than before the war. Nearly 20 million of Iraq’s 26 million people live in those provinces.

-Only $13.7 billion of the $58 billion pledged and allocated worldwide to rebuild Iraq has been spent, with another $10 billion about to be spent. The biggest chunk of that money has been used to run Iraq’s ministry operations.

“The picture it paints of the facts on the ground is one that neither the CPA nor the Bush administration should be all that proud of,” said Peter W. Singer, a national security scholar at the centrist Brookings Institution. “It finds a lot of problems and raises a lot of questions.”

One of the biggest problems, Singer said, is that while money has been pledged and allocated, not much has been spent. The GAO report shows that very little of the promised international funds - most of which are in loans - has been spent or can’t be tracked. The CPA’s inspector general found the same thing.

US MPs raid Iraqi Ministry where Interrogations were underway

“The American asked me why we had beaten the prisoners. I said we beat the prisoners because they are all bad people. But I told him we didn’t strip them naked, photograph them or fuck them like you did.”

Department of More than meets the eye… US MPs raid in Iraqi ministry where interrogations were taking place…. did they want to make sure they were doing it right? Were they poaching prisoners? A huge turf battle ensued over who was in charge, and then a second wave of US troops showed up to weigh in, challenging the authority of the first bunch of MPs. Prisoners had open welts from being beated with rubber hoses. Maybe the MPs came for torture-lite lessons. After all, only one seemed to have near organ failure, so everything’s okay by Bushco. Thumbs up, guys.

Supreme Court: Victims of US Torture CAN SUE

This decision, according to legal experts interviewed on NPR, will definitely apply to the victims of torture at Abu Ghraib and Guantanamo. They should be able to sue not only their military torturers but the “contractors” as well. Watch what happens to the stock of TITAN and CACI today. The court case concerned a man kidnapped in Mexico by the US and tortured before he was brought here in a Bush ONE war-on-drugs operation. The timing could not be better.
